The Federal Law of 24 July 1998 N 125-FZ “On Compulsory Social Insurance against accidents and occupational diseases (amended on 17 July 1999, January 2, 2000) Adopted by the State Duma on July 2, 1998

This federal law establishes in the Russian Federation, legal, economic and organizational basis for compulsory social insurance against industrial accidents and occupational diseases and determines the order of compensation for harm caused to life and health of employees in the performance of duties under an employment agreement (contract) and otherwise established by this federal law.

Chapter I. General Provisions

Article 1. The problem of mandatory social insurance against industrial accidents and occupational diseases
Compulsory social insurance against industrial accidents and occupational diseases is the kind of social insurance and provides for:
ensuring social protection of insured entities and economic interests of insurance in reducing occupational risk;
compensation for harm caused to life and health of the insured in the performance of duties under an employment agreement (contract) and otherwise established by this federal law by giving the insured in full of all the necessary types of support from insurance, including payment of expenses for medical, social and vocational rehabilitation;
providing preventive measures to reduce workplace injuries and occupational diseases.
This federal law does not restrict the rights of the insured to compensation conducted in accordance with Russian law, in excess of insurance provision, carried out in accordance with this federal law. Public authorities of the Russian Federation, local governments, as well as organizations and individuals who hire workers who may in addition to compulsory social insurance provided by this Federal Law, to carry out its own expense any other insurance of employees under the laws of the Russian Federation.

Article 2. Russian Federation Legislation on compulsory social insurance against industrial accidents and occupational diseases
Russian Federation Legislation on compulsory social insurance against industrial accidents and occupational diseases based on the Constitution of the Russian Federation and consists of this Federal Law, adopted in accordance with federal laws and other normative legal acts of the Russian Federation. If an international treaty of the Russian Federation stipulates other rules than those stipulated by this Federal Law, the rules of the international treaty of the Russian Federation.
