Expansion of individual rights and liberties as a necessary component of democratic transformations, on the one hand, and the inability of society to ensure maximum realization of these rights and freedoms – the other will inevitably be accompanied by an increase of conflicts and tensions in the community relative respects. This provision is fully applicable to relations in a medical environment where the already increasing tendency to exacerbate morality-governmental and legal conflicts in the relationship between patient-coefficients and health professionals. This raises many economic, social, ethical and other problems in the development of society, of Health, medical science.
